Concurrency Service Areas (Revised)

Issue/Rationale

An essential requirement for a concurrency system is a designation of the area within which the level of service will be measured when an application for a residential development permit is reviewed for school concurrency purposes.  This delineation is also important for purposes of determining whether the local government has a financially feasible public school capital facilities program that will provide schools which will achieve and maintain the adopted level-of-service standards. 

Senate Bill 360 encourages local governments to initially apply school concurrency to development only on a district-wide basis.  Within 5 years after adoption of school concurrency, local governments shall apply school concurrency on a less than district-wide basis, such as using school attendance zones or concurrency service areas. 

For local governments applying school concurrency on a less than district-wide basis, such as utilizing school attendance zones or larger school concurrency service areas, local governments and school boards shall have the burden to demonstrate that the utilization of school capacity is maximized.



Recommended Action
Approve Concurrency Services Areas as existing school attendance zones.
